In China’s pursuit of high-quality economic development, small and medium-sized enterprises (SMEs) play a vital role. Recently, the “specialized, refined, distinctive, and innovative” development path has become key for SME transformation. Known as “Little Giants,” these firms demonstrate remarkable innovation and competitiveness across industries, including the building reinforcement materials sector.
Data from the Ministry of Industry and Information Technology shows that during the “14th Five-Year Plan” period, China’s specialized and innovative SMEs grew from under 40,000 to over 140,000. Among them, “Little Giant” enterprises increased from 5,000+ to 17,600. Though they represent only 3.5% of industrial SMEs above a designated size, they contribute 9.6% of operating income and 13.7% of profits.
This trend is also visible in the construction and materials industry. For example, manufacturers of fiberglass mesh and suppliers of building reinforcement materials have strengthened their market position through innovation. By focusing on high-performance construction reinforcement grids, these firms have become essential to the supply chain.
“Mastering one specialty, strengthening industrial support, and winning markets through innovation” defines these enterprises. Over 60% of “Little Giants” operate in foundational industrial fields. Nearly 80% are positioned in key supply chain links.
In 2024, the average “Little Giant” held 26.6 invention patents and invested over RMB 30 million in R&D. In niches such as structural reinforcement mesh, continuous improvement in materials and processes has reduced import reliance and supported major national projects.
China has established a systematic nurturing path for SMEs—from specialized firms to “Little Giants” and potential “hidden champions.” The 15th Five-Year Plan proposal emphasizes promoting specialized and innovative SME development.
Within the building reinforcement materials supply field, policy measures have encouraged innovation. More mesh cloth manufacturers now develop advanced fiberglass reinforcement grids and composite materials, gradually building technical and market advantages.
SMEs are often called the “capillaries” of the Chinese economy. A multi-level ecosystem has formed—from 17,600 “Little Giants” to 140,000 specialized SMEs, and over 600,000 tech-based SMEs.
In the building reinforcement and materials industry, dedicated mesh fabric producers follow a focused approach: mastering one field, deepening one technology, and serving one customer segment. By supplying high-performance building reinforcement mesh, they support both their own growth and the safety and sustainability of China’s construction industry.
